Why cant anyone see my friend requests when I send it to them?

everytime i send a friend request the person never gets it.i can receive requests but I cannot send them.the people I tried to add didnt received my request so they had to send me a request instead.does anyone know why i cant send a friend request? when I try to send it it stays in my "sent requests"

It will stay in your sent requests until the other person either confirms or denies the friendship.
