IP tracker-tracking geo location of where email is sent from?

• what i really need to know here is WHERE the SENDER is geographically in regards to where each email lately is sent from. i used ip: tracker and it tells me he is in kentucky, still. he says he is in germany. does the header tracker track WHERE the person is when they SEND an email or just where the person is usually/where their server is that they use hotmail/yahoo/etc. thru. i looked at recent email my dad sent me via yahoo and it confirmed that my dad is indeed sending from italy. i know that he had the yahoo email account prior to moving to italy, opening it while living in CA. so that tells me... that my friend from kentucky is LYING that he's even IN germany... i posted similar questions here before but not sure if the IP tracker tracks the geographic location of where the email was sent FROM...not just where the person primarily lives or opened email acct from. help! is there any way to prove him wrong if he indeed is NOT sending these emails from germany!? both yahoo and hotmail accts he's sent from while he's saying he's in germany are showing up on IP header tracker as being sent from KENTUCKY, u.s.a.

• Answer:

  Their sending IP will trace to the owner, the issuing ISP. This can be in another county, state, or in some cases country. It means nothing.
