Flash player on Windows Vista 64-bit?

I downloaded Flash Player 10 on a 32 bit Internet Explorer because it sid that it wouldn't work on a 64-bit browser. However, whenever I go onto Youtube or sign onto Steam, it says that I don't have the latest version and I can't watch videos or see the Steam Store page. However, the Flash Version test says I have Flash 10 and I can watch vids on Mozilla. Please help, how do I get Flash working on Internet Explorer?

Open the 32bit version of internet explorer and install flash player on there.
