If I`d try to install Windows Vista Home Basic 32-bit UPGRADE VERSION in/over Win 7 Starter will it work?

I find Windows Vista better than the Starter version of Windows 7, because the latter does not let me use 2 monitors and change the wallpaper.

No you're basically doing a downgrade, and windows isn't desinged to do that. You'll need to have the full version of Vista and do a clean installation which will wipe your drive. Win 7 Starter is for netbooks and small devices like that since it doesn't allow too many applications to run at once (3 apllications max if I recall.) It's also not the full version of Windows 7 which I use and love how it runs so much better than Vista. You're better of spending on the full version of 7 as opposed to Vista.

No you cannot downgrade. You can only upgrade Windows versions. A better solution would be to get a version of Windows 7 above starter. You can upgrade for relatively little money. Downgrading back to Windows Vista is not a great idea. If you just do not have the 75 dollars then I would suggest just reinstalling Windows Vista.
Because the move from Win7 to Vista is considered a "downgrade" to any earlier version, the Windows Installer will not let you do that. You would need to format the drive and do a clean install of Vista. Of you can use the build in "Upgrade Anytime" feature in Win7 to upgrade from Starter to a "higher" version of Win7 such as Home that will give you those features without having to format.
yes it will work, I have seen it, but the desktop I have seen has a terabyte hard disk 4gs of RAM and a QUAD processor. I don't know about the mother board or the video stuff, but I have seen it. no idea on who to set this up.
