    Almost always negatively, while they are good in theory in that they represent minorities and give a voice to those without power, the fact is that they use money to influence the decisions and policies of congressmen, and very bad policies can be sustained through lots and lots of money from interest groups (think of Big Tobacco). Congressmen should make their decisions based on moral and ethical decisions, not who pays them the most.
