Why am I not losing fat from my belly, and how can I lose fat from it?

I am on a diet, I work out, everything. When I say I'm on a diet, I'm not over easting, however I keep eating normally. I have been losing weight, and body fat, however it seems that I'm maily losing fat from my legs. If I see myself on the mirror, I see my skinny legs, and then my big belly, and it looks out of proportion and not nice. I wish to know why is this happening, and how can I lose belly fat. I don't do crunches, and I think that maybe if I just keep working at it I'll lose my belly. I am a guy, and I swim regularly (3 times/week). Thanks.

Covert Bailey, a fitness guru back in the 80's was asked the same question. And his answer was, "first on, last off". It really is that simple. You put your belly fat on first and it will be the last thing to go. Those are the facts as I know them (and I've been doing this for 35 years).
