Can my employer withhold my final pay and vacation pay?

I changed my insurance plan, now employer wants to withhold my vacation time to pay the difference he owes.?

I never met you and you are a stranger who states above question. you think what the heck are you talking about? what insurance plan did you change? why does the employer owe more? we have no clue where you live, who is your employer, what benefits your employer provides. there is no standard for every company out there to pay or not pay for insurance/vacation etc. need to restate the question with specific details. ie; i changed my insurance from HMO to a PPO. i did not realize that it would cost me $50 more per month and that i thought that my employer would cover the cost of the health insurance from a HMO to a PPO, but since the PPO cost more, they have withheld my vacation time to cover the cost for one month. Is there any recourse? that is only an example, but your question you pose will not get you an answer to see if he can take your vacation time or not?
