How to telnet from remote server?

My Telnet Client is not connecting the server. It is showing the following message. What should I do?

    It means, quite simply, that port 23 is closed on the Dutch blinkenlight server. What to do? First make sure you are supposed to be able to telnet to that server. Then ping the IP address to see if the machine is up at all. Finally, contact your Dutch SA and ask if port 23 is the proper port for their unsecure telnet. Ask if you can use SSH instead (port 22), which is secure. By the way, I just pinged their address, and yes it is up, but ... PORT STATE SERVICE 23/tcp closed telnet ... your port 23 is closed. As well it should be.
