POKEMON PEARL HELP can't find HM Rock Climb ANYWHERE on the way to Snowpoint?

It's pokemon pearl ds. I've looked it up and it's supposed to be on the route to snowpoint behind the hikers house. BUT it's nowhere to be seen! There's no one in the house now. I've beat the gym leader. BUT I NEED IT TO GET INTO MT CORONET AND CATCH PALKIA. Help, please, 10 points and gracious thanks to whoever can help me find HM Rock Climb.
