I have a 1998 civic ex. when I went to get parts they tell me it is a D16Y8 but it says on D16Y7 on the engine. There is also no Vtech inscription anywhere on the engine or valve cover? is it possible that it is acutally a D16Y7 in this car?

Yes, it is very possible, this engine (D16Y7) is a non-VTEC engine. The D16Y8 is VTEC. This car could have come with either engine, or you may have bought it from someone who had already swapped engines. They could have also swapped badges (i.e. turned an LX into an EX, by changing the emblem.) Does it have a sunroof? If it does then it's an EX, if not, then someone pulled one over on you.
