Why does tomcat-users.xml loses the manager-gui role, username and password that I added after cleaning and restarting the server?

So I add <tomcat-users> <role rolename="manager-gui"/> <user username="tomcat" password="s3cret" roles="manager-gui"/> </tomcat-users> save it in tomcat-users.xml, It works fine. But after I clean the sever, the file loses its value. How to fix this issue?
