Is it possible to download the offline version of the Eclipse plugin like the PyDev or ADT plugin?

I want to install some plugin for my Eclipse on my home computer. But I don't have Internet in my home. So, my only option is to download the plugins offline installer from the office and install it at home. Is it possible to get a offline plugin for Ruby and ROR?

1. Download the zip file. 2. Unzip and copy the feature jar file in the feature folder of eclipse installation and plugin jar file in the plugin folder. 3. Eclipse will pick up the plugin once you restart it.
