Why does yahoo never let me add an attachment on my emails?

Hello, since the recent changes with yahoo, I can NO LONGER add attachments to emails nor am I able to delete?

I am no longer able to delete from the desktop. More importantly HOW DO I ADD THE ATTACHMENT option back so that I can add attachments when composing emails. PLEASE PLEASE HELP
