Are all people who are Czech citizens also EU citizens?

Can EU citizens live and work in the British Virgin Islands?

British or EU citizens have no rights to work or live in the BVI.  BV Islanders and Belongers can apply for a British Passport and then (I would imagine, I am not sure) might have the same rights as other citizens of the EU.
