Can a CS student with a double major in physics apply to foreign universities for graduate studies in physics?

Suppose a CS student has a double major in physics (as IITK and IITkgp offers double majors) and want to study physics for higher studies, can he do it? can he apply for grad schools in Europe or US for higher physics education?

I don't know if this exactly answers your question but I heard of a a senior who studied architecture in IIT KGP along with doing minor in physics. She is a PhD candidate in physics at Northwestern.I know many people who study Financial Mathematics though their majors are different. So, yes you can apply to foreign universities if you have a minorr in physics. PS: For further queries contact the person mentioned.
