Credit Cards: Verify CVV once and obtain authorization for next time?

Is it possible, in India, to verify ownership of a card and charging it the next time without CVV, and only needing the user to enter the VbV code? To verify the ownership ask for the card details, and then charge 0.01, ask user for a code included in the card statement to verify access to card statement. I know PayPal is doing it, but is possible to do the same in India? Also, does it result in higher chances of fraud?

Once the CVV has been verified, it serves no purpose to enter it again. After all, it's the same card. However, to protect against chargebacks from fraud, you'll need to ensure that all proper procedures are followed, including proof the customer opted in to recurring billing.
