If your small business serves a particular geography (e.g. is locally focused), get out into your community and network. Some cities have wonderfully active chambers of commerce. I'd recommend checking out an event or two before signing up. There are also networking groups for small businesses like NBX. The NBX in Austin, Texas (where I'm based) is wonderful. Maybe your industry has meet-ups or tweet-ups. If so, go to them. With a little looking, you're bound to find many networking opportunities in your area.

What type of business and what sort of budget? You can still make it work with a low budget. Depending on the type of business will depend if any of these will work. Network, join the local chamber, visit all stores/offices in the area and introduce yourself. If you have a bigger budget, print ads, billboards, radio and TV spots.
