Self employed w/out disability benefits, scheduled for wrist surgery. can i get short term state disability?

Short term state disability covers you if you contributed to the plan as an employer.

Probably not, you would have had to have paid for some sort of disability coverage as a self employed person even if it is a state disability. I think you are out of luck.

Did you PAY the premium to your state, for short term disability? If so, yes. If not, no. It's not free. Employers have to pay into it.

No, you can't. Prior to needing surgery you could have potentially bought disability coverage.
