    It depends largely on the website in question.  Is it a content site? Can you capture any kind of long-tail search traffic by optimizing for SEO?  Is there any virality built into the site you're designing?  It's not uncommon these days for startups to see millions of new users in a matter of weeks by taking advantage of facebook virality (open graph has been working wonders -- take a look at the social news readers, or social video sharing apps that recently saw massive waves of traffic). Is the lifetime value of a new users really high? If so it might make sense to spend a lot of money on acquiring those users. Maybe you don't care about users, and just want renown. Do you have a blog discussing interesting things and establishing you as a thought leader in your area of expertise?  -- The best marketing isn't something you purchase after you've built your site in order to promote it.  Good marketing is baked into the product, or carefully tailored to the service you're offering.

If your target market is reading a certain blog, figure out how you can guest post on there. (Pro tip: most blogs will accept a guest post even if they don't mention it. The key is proving yourself / building a relationship with them before asking to guest post) If your target market is on forums, become a contributor and leave a link to what you do in your sig If your target market is on blogs, go leave some comments and also figure out a way to get your content on those blogs too. If your target market is searching for a specific term, figure out how you can get your SEO to work with you and target those search terms. Target the main search term with your main homepage and build that up over time. Target the lesser traffic keywords with content from your blog. See the trend? Use your target market as the guide on where you should be marketing. The inches you need are already around you. Work for them.

To start with there is of course just putting the name of your product into Google AdWords Keyword tool and seeing the Keyword ideas might give you an idea of some better Keywords for your website. the better your keywords the more people will find you in search engines. I think the best way to grow a website is to create and foster a community that will lead to further growth.  Building a community is the hard part as people need to find out that you exists first before they can decide whether or not they want to be a part of your community.  As others have mentioned, they obvious answers of promoting your website—and getting people to know that you exists—would be SEO and creating good content.
