How do you set up a minecraft server on Windows XP?

I have a Windows XP desktop and I am trying to host my own minecraft server on it. I need a step by step guide on how to set it up, what it should look like, how to do the port forwarding, what I should give to my friends who play, how to connect to it from a computer on the same network, how to customize the server properties, what plugins to use and how to install them. And by the way I don't have enough money to tie a website to the server.
