  Sorry, democract means tha the citizens of a country have some say in how the country is run. In Spain, even during the short period in which there was tolerance for thos eo other religions, there was a Caliph who was an absolute ruler. There was no say from the citizenry in how the Kingdom was run. Nor did this period last very long, with the Jews fleeing from forced conversions and being killed for being Jewish when the Almonihides came to power in the 12th century.
