  I'm not sure that, strictly speaking an opt-in list can be transferred and still meet the Can-Spam requirements. The conventional way to tap into such lists, as I understand is to have a list owner mail on your behalf, these can be periodical ezines that rent ad space or solo ad mailings. One massive database of demographically grouped postal mail and email rental lists is: lists.nextmark.com I don't know whether each source employs the same usage terms. I recall one shady site claiming to sell various geographical opt-in groupings that totaled up to about 1 Billion addresses, I highly doubt they were actually opt-ins. Unless you are a Russian spammer out of the reach of the authorities, using such a list would probably be unwise.
