Will I tan if I use a tanning oil with SPF 15?

Does sunscreen oil exist? Rather than tanning oil, is there pure SPF oil?

I'm super protective of my skin. I wear sunscreen everyday, and I also use self tanner for a tanned glow. (I know the sun has benefits like vitamin D, but I take vitamin D tablets so I have that under control.) However, I LOVE the look of tanning oil if I'm at the beach or poolside. I was just wondering if there is any type of high spf oil (spf 30+). I also heard that supermodels wear sunscreen all over and baby oil gel over top of it. Is that safe?
