How do you handle someone who is so socially off?

How do I handle someone who act like a kid?

• Ok, I seriously think this guy has a lot of baggage or issue. He is 21 and has a 4 year old daughter. His fiance walked out and refuse to talk to him except by email. She is asking that he be more responsible and child support. He is my classmate. Unfortunately, he has a mild crush and is very annoying around me. He like to tap my hat without permission and kind of bluff or just say crap to annoy me (trying to get a reaction out of me). I am just minding my own business. My other classmate told his wife that this guy likes me. I am annoyed. I even dress up to implied that I have a life outside of school and many noisy classmates want to know who I am dating or friend with benefit, etc. Advice on getting along with someone who act like a big kid.

  Treat them like one. Treat them exactly like the age person they are acting like. Explain thing to them and reprimand them as you would a child that age, talk down to them and be as patronizing with them as you would any other child. If they complain, tell them that you'll treat them like an adult when they start acting like [what you consider to be] an adult. Humiliation (especially in public) can be very effective.
