open an unpaid item dispute. paypal/ebay will refund the fees to your next statement if this guy doesnt pay. It should be open for a week before ebay will close it if you havent received a response. AFTER the case is closed you are free to relist/2nd chance offer

THE ITEM WAS SOLD THE BUYER HAS JUST PUT IN A NEW CREDIT CARD AND WHEN YOU DO THAT YOU HAVE TO WEIGHT FOR THE PIN TO SHOW UP ON HIS BANK CARD BALANCE ! I WOULD CANCEL THAT TRANSACTION ! THEN RELIST ! PAYPAL SHOULD GIVE HER MONEY BACK WHEN IT IS CANCLED ! GOOD LUCK !

If she shipped the phone then there is a big problem because the buyer sounds like a deadbeat loser. If she still has the phone then offer it as a second chance.

you say "can she offer a second chance offer", so that tells me she still has the phone and never posted it which is lucky for her, if i where you id contact ebay direct, go under the help section on her ebay page, you can email them or phone them and ask them why they have took the fee, you could open an unpaid item case in ebay if after the given date the buyer still doesn't pay, then ebay will give a refund of seller fees/final fees, then it would be safer for your daughter to either offer a second chance offer or re-list it, if she goes ahead and offers a second chance offer then he pays then she risks bad feedback, as she wont be able to send to two buyers one phone, to open a case click on the item, the listing will come up on the top left side there will be a list of things to its near the bottom of the list"resolve a problem" click this, this will take you to the resolve a problem page where you can start an unpaid item case, its easy to do but can only be done 4 days after the end of the listing and it gives the seller i think 4 or 7 days to respond/pay, then the case can be closed giving your daughter her fees back and the buyer an unpaid item stike, if she does sell it id recommend sending it record post
