Natwest and North Tyneside council refuse to help / communicate.?

This is quite long winded but stay with me. I had to cancel my direct debit back in April for my council tax as the waterboard took too much money out without informing me. I then received two letters from the Council. One telling me that the installments would be £99.xx and another saying £130.xx - I figured since Ive missed one payment, it must be down to that. So anyway no payment was taken, despite the letters saying they would. I rang up, they said it must have been an error, and set up my direct debit for the 25th. I forgot about it thinking its all ok, then 13/7/10 the council write to me saying theyre going to do an attachment of earnings. I rang the council, they said its because on the 24/6/10 I cancelled my direct debit. I knew this to be false. They advised me to ring Natwest, find out whats go on. I rang them, they advised me that because I didnt have the funds on the 24/6/10, the day before I get paid and the day before the direct debit came out, they refused payment, which is their policy apparently. This caused the council to cancel my direct debit, and appeal for an attachment of earnings as it would be 3 months without payment, none of this really my fault. I rang the council back, advised them of what Natwest have said. They said they need proof of this. I rang Natwest back, they wont send a letter or ring the council. The council wont ring the bank. Basically the council are saying they are going ahead with the attachment of earnings due to the direct debit being cancelled, and Natwest wont do a thing to help me by advising that they cancelled it due to their policies, and they failed to advise me of this I will add. Im completely stuck as to what to do. I thought the council would take the payment in April, they didnt. Set up the DD in May, thinking they would take the payments in May, June and so on. I heard nothing from either saying that no payment had been taken. Due to this two not communicating with me, Im now in a complete financial mess. Please help.
