    There are three airlines who regularly service that route, being: -Qantas -Jetstar -Virgin Australia Qantas is the "best" airline in terms of service, as it is a full service carrier, however it will cost you the most. Jetstar is a budget airline owned by Qantas - it's definitely cheaper than Qantas, the compromise being things such as baggage and other service not included in the ticket price. If your friend requires a lot of extras, Qantas might turn out cheaper. Virgin Australia is the other competitor on this route, and they're cheaper than Qantas. Realistically, if your friend just wants to get from Perth to Melbourne, Jetstar or Virgin Australia will cover his/her needs. But if they have baggage needs, concerns with in-flight meals and/or entertainment, Qantas will be the best choice with the compromise of an extra premium.

If you would like something that is cheap and doesn't include entertainment, meals, checked luggage etc, jetstar or virgin australia would be a good go. If you would like a full service airline that includes all of the above and you are willing to pay more then qantas would be a good choice. Hope I helped!
