How to stop Chrome from opening new tabs?

Often when I'm opening new tabs or pages, this black section appears at the bottom of the screen, taking up about 1/4 of my screen. How can I stop Chrome from doing this?

I like to use the scroll wheel on chrome to open new tabs however just recently most times i do this it will open 2-3 (of the same) tabs. I have tried re installing chrome and this has not helped. Is it possible that the problem is related to my mouse...
