    Victoria was first found by Capt. James Cook in 1778 and became a trading post for the Hudson Bay Co. Constitutional history began in 1849 with the creation by the Imperial Government of the Crown Colony of Vancouver Island and on March 11, 1850, to be named Victoria in 1862. Vancouver began as a small settlement in the 1860's but was little more than a stopping off point for gold miners and others who were associated with that industry. It wasn't until 1887, many years after Victoria had been established that the intercontinental railroad came through the Rockies to establish a link with the Western Coast of Canada. By then, Victoria had already been established and has remained the seat of Government for the Province since those days.

Well, Victoria is older than Vancouver...was established many years before Vancouver was and was named the capital when B.C. became a province in 1871.
