    They are different words to describe the same thing. That being said, there are two distinct types of pool table cloth - woolen blends and worsted blends. Woolen blends feel more like felt, and are most common on home and smaller bar tables. Worsted blends are woven and feel different. Worsted blends are used in most major tournaments all over the world, and most of your pool rooms that host leagues and tournaments. Woolen blends are cheaper. Indianjo is right, "felt" is a misnomer, felt has never been used on any pool, snooker or billiards table. Felt is a compressed material, not a woven material. Felt is made by using heat and water and pressure to lock woolen fibres together to create a dense mat. Felt is not nearly resilient enough or consistent enough to use on a billiards table, it's full of lumps and bumps. English billiards and snooker tables use a worsted woolen cloth which is correctly called "baize" while pool tables use a cotton based worsted material. The main difference between the two is that the English style cloths have a strong grain direction (like running your hand over velvet) called a "nap". it's basically a cotton/wool blend felt is for the crappy tables....cloth/wool blends are more expensive (and better quality)
