  I can't speak for every case, but often the record company decides what to release and not to release. My favorite Bob Dylan song came out 15 years after he wrote it, on an album of previously-unreleased material. Fifteen years earlier, the record executives had thought it sounded too much like another song on the album, so they decided not to release it. Artists don't have the final say, in other words.
