Is she still today the head of he church? And what does this mean? What powers and control would she have? Can she make changes to things like doctrines, policies, etc? Could she fire a Bishop? Order a new Cathedral built?

I'm pretty sure she/the monarch of England is still the head of the Church of England. I think her powers are curbed by tradition and common sense, like her secular powers. They've never been officially taken away on paper, but if she really tried to exercise them (fire a bishop) then it would spark a crisis and the power would be taken away.

Originally (in the times of Henry VIII and Bess I), that meant he got his share of the tithes and Peter's Penny, plus he got to name bishops, who at the time had political power, so he could call people who'd not give him grief...this all changed in 1688 when they turned the king into a figurehead.
