What will happen if Kate gives birth to a girl before the new proposed law has been ultimately signed, approved and made by Queen Elizabeth II into law and after a year the law is signed and Kate gives birth to a boy? Elder girl - is born before the new law is signed into effect (male primogeniture-bound) Younger boy - is born after the new law is signed (absolute primogeniture-bound)

The law will be retrospective in reference to the descendants of Charles. However, it will probably pass through Parliament with little debate. Royal Assent is no more than a technicality.
