Are taxes higher in PA or OH?

I am starting a job as a consultant in PA, i am a NY resident. Am i liable for PA taxes, wud they be refunded?

    they should be - not sure if Ny and Pa have a reciprocal tax agreement - NY taxes are a lot higher , so you better be putting money aside for them and/or talk to payroll about NOT withholding Pa taxes so you will have that money to make estimated tax payments to NY

If there is no reciprocal agreement, you would file as follows: PA non-resident return with PA source income. You'd calculate the taxes owed and hope that your withholding is enough, the excess is refunded. Then you would file NY resident taxes including that PA income. You'd then get a credit for the taxes paid to PA. If the NY taxes are higher, you'd owe. If the NY taxes are lower, too bad. Pennsylvania has reciprocal income tax agreements with Indiana, Maryland, New Jersey, Ohio, Virginia and West Virginia. New York isn't on that list.
