Customs tax payment on package from US to Philippines?

Hello, I'm planning to have a 7" LCD monitor purchased from the web and have it delivered via UPS Worldwide Expedited from the US to the Philippines. The last time I purchased from the web, it was delivered through United States Parcel Service (USPS) and when I got the package, the local post office contacted me and required me to pay taxes on the product which was declared US$200. Now I'm planning to purchase an item (as described on the first paragraph) worthing US$333.55. Now I'm worried that if I had it delivered through a private postal service (UPS), it will even charge me a larger amount on the taxes. My question is, do we really need to pay taxes on all shipments like that to the Philippines? Thanks!
