Basically tax lien certificates are a means to buy property that the owner has fallen behind on their property taxes. The rules vary from state to state and from county to county with in each state. When you buy one of these after some period of time the title for a given property is transferred to you if the original owner does not redeem the certificate from you. General to redeem the certificate or tax deed as they are called in some states including yours the originally owner must pay what you paid in taxes plus 12% or more interest to the certificate owner. If they fail to redeem the certificate the property is yours. The following link is for a company that sells information on doing this practice.
