When buying things off eBay in Canada do you get charged for Canadian Customs?

    The charge is clearly out of line. The auction site carries ALL the charges the seller can ask for this item. quote: Shipping- We ship worldwide for only $14.99 (All Countries). - Kindly add $7.00 per item. end quote The shipping charge is $14.99 and the $7.00 is the handling charge. There is no other charge to be paid to the seller. There MAY be customs charges assessed by Canada Customs, but those would be paid by you AFTER the item comes into Canada, and before it would be delivered to you. Note the words there MAY be customs charges. Minimum duty/tax can be charged on items with a value of more than $20, but if items are entering Canada by post/mail, Canada Customs usually does not bother charging anything on a value of $30. IF there is a duty/tax assessed by Customs it would not be more than $5 and Canada Post would then charge you a $5.00 fee for collection, plus GST on the fee. No insurance is available for shipments sent USPS to Canada, although the shippers sometimes ask for such a fee, and then underwirte any losses themselves. There are no other fees, under any circumstances, if shipped by post/mail and it is recommended that you insist on having the item sent by mail. Note an exception to the charges, please. USPS is United States Postal Service, and this can be confused with UPS, which is United Parcel Service (known for brown trucks). If the shipper uses UPS/United Parcel Service there will ALWAYS be extra money that you must pay UPS before they will deliver the shipment to you. My experience with UPS has been that even on a $10 item, which is exempt from all Canadian duty/tax UPS sends something to Canada Customs anyway and then charges for that money, plus adds a fee for brokerage, plus GST on the fee, and the UPS fees /taxes will exceed $30. Ask your seller to ship by mail.

The shipping is 14.99 all countries. I have no clue what "kindly add 7.00" is for. Report for excessive fees after auction has closed, he can't charge you anything that is not listed in the auction. He can't change the rules of the auction after the auction has closed. I ship to Canada and the buyer pays the custom fees on arrival.

That's excessive. You will be charged GST on it, and there are generally fees involved also, but those shouldn't run much more than $15 or so, as I recall.
