Should I file to get the HRTC (Home Renovation Tax Credit) even though my income is $0 this year?

I didn't work this year, should I bother trying to get the HRTC tax credit? Does it work as a deduction or would I get it in cheque form like GST every 3 months?

No there is no sense in filing for the HRTC. It is a nonrefundable tax credit meaning in your case you wouldn't be refunded anything.
