Why does Canada fool around with GST when they give it back to most people??

• Canada collects GST from people and low income individuals, families, farmers and businesses get GST refunds. In most cases low income people get more back than they would ever pay for GST. The administration costs alone for GST maintenance must be fairly rediculous. If they quit giving out refunds, They could get rid of administration costs as well and could probably lower GST to less than half what it is now and still make more money on it.

  They get gst, to one government department. Another department has a budget to give out money. Beurocracy is grand isn't it. here in australia, people who work for the government get paid less than people in private industry. But people who work for the government get special benefits from other departments, which make up for there lower wages, come out of a different budget and ultimately cost the government the same if not more. As i said, isn't beurocracy grand.
