UK tax and national insurance payments, do i need to pay?

i am earning £1600 in one job and £2900 in another per year, totaling £4500 i'm in full time education but i don't think that effects anything i'm not on the PAYE scheme though so i have to pay my own taxes and i'm confused!

Not in PAYE - so you are self employed? Unless other factors come in you have a personal tax allowance of £6475 this year. The two jobs do not reach the line so you do not owe for income tax. It also depends on what you are doing - expenses to track perhaps.
