At eBay, will I be VAT exempted if I am registered from Pakistan and have a UK address too?

at eBay.co.uk, I am registered from Pakistan and have UK address for shipping and delivery. I need to know: 01) Can I be exempted from VAT as a Non-EU resident even if I have a shipping address in UK? 02) Will it be a problem for me to take payments in PayPal as it doesn't allow it's services to Pakistan? I am using PayPal of my Brother residing in UK. 03) While having a registered status from Pakistan, Can I sell an item which is currently in UK and will be shipped from that UK address as well? 04) Will I be charged VAT on selling that item which is in UK, even my registeration status doesn't need to pay VAT on that item? I hope I would have answer to these questions by you all. Thanks in advance.

It doesn't matter about your status, if the seller is deliverying to an UK address, he will charge VAT (if seller is VAT registered). In regards to selling an item, unless you are over the VAT turnover threshold, you will not have to register for VAT and therefore not have to charge VAT on your sale

Only a business seller has to worry about VAT. Some buyers will regard your situation of being in Pakistan but claiming to ship from UK as a little odd to the point of being suspicious. It would be easier for your brother to sell the item himself under his own name
