If you are VAT registered you should have a helpful accountant to help with this kind of problem. I would use them.

Generally, building a new dwelling is zero rated. Extending an existing building is standard rated. Do read the various guides on the HMRC website as a mistake can be costly. Some items you may fit into the new house may have to be standard rated.

As said elsewhere you should - if in business - get much more familiar with VAT and taxes. But the answer to you question is that if you are building a house from scratch then it is zero rated. It is a complex fiedl though and you need advice. If I recall correctly adding a conservatory is subject to VAT at 20%

If you pass on VAT to the government, you should charge your customers VAT too. If you're unsure about rules/exceptions, ask your accountant/tax advisor.
