Reclaiming VAT on fees charge by others when company does work for a Charity?

If I do some work for a charity and as part of that work I commission some survey work, and the person doing the work charges me VAT on their fee, can I reclaim the VAT and not charge VAT to the charity. So the surveyor charges me 750 plus VAT can I only charge the charity £750 and reclaim the VAT. I am using the survey report to produce a plan and not charging the charity for my time.

No. If you're VAT registered, and the charity is certified as exempt, you can, but it will affect any input tax claim you make if you're partially exempt.
