Will I have to pay council tax for my new flat to rent?

Hi I'm new here & I'd like to get some info about the council tax in Scotland. I'm moving into my new flat soon in June/July, it's in Motherwell, North Lanarkshire. Obviously I've got the rent & bills to pay but i was wondering will I have to pay council tax? Because I heard the SNP have frozen the council tax for the last 4 years & will continue to do so for the next few years if they win the election in May? So if e.g the labour win will everyone in Scotland have to pay council tax? I'd like to get answers from ppl who live in Scotland, are you currently paying council tax for your flat? Thks for your help.

yes you will have to pay council tax,frozen does not mean you don't (pay) it means it is frozen at the amount that it was a couple of years ago,and that was at over £1000 but if your income is low you can claim a rebate.
