Is it a bill collection agency acting for a web site? There are sites where you can visit for free if you give information and sign on. They usually want your E Mail and address. They stress the site registration is free. In the small print which you don't see is a renewal agreement which you agree to by joining. This can either require a monthly or quarterly payment to continue to use the site. You have a few days to cancel the agreement but this is not explained to you. Bills will continue to come at regular intervals unless you contact them and cancel. You might have to pay the bills issued so far. I might be wrong but I think this it what it is.

You have received a bill for the services itemised. This is probably from accessing an internet site for pay as you view services. You may also have agreed to download content or subscribed as a member to that site. At the time you agreed to be bound by the terms and conditions of subscription a bill would have become due and you have now received the bill. pay buy a credit card that has online fraud protection and if you haven't been doing any of the above then yes you're beeing scamed
