I was just wondering whether or not a tourist from the US has to pay council tax in Liverpool, England if the tourist owns a second house in Liverpool, England? Also, how does a tourist from the US pay bills for their second house in Liverpool when they are not their. In other words, how does a tourist from the US pay bills for his/her second house in Liverpool, England when it is vacant? How does a tourist from the US pay bills for his/her Liverpool England second hosue when he/she is theirI know that a tourist from the US can pay bills for a UK property from his/her US bank account. Who does a tourist send the money that they pay their bills to? I am asking about a tourist owning and maintaining a second house in the UK, NOT renting one.

Everyone pays council tax in the UK. This will not be regarded as a second home if it the only home you own in the UK. You must set up a UK bank account. This will then be used to pay all the bills by standing order (fixed amount) or direct debit (variable). The system is far more advanced than in the USA and amounts will be deducted regularly and reliably. I would not recommend leaving a house empty but a flat is ok if keys are held by someone nearby.

Second home discount would apply (that is changing, the discount will be withdrawn in the foreseeable future). You can appoint an agent to handle post and paperwork in the UK or you can have the council use a USA address for paperwork. Then you just set up a direct debit or a standing order or send a regular cheque to pay the bill.

You pay bills in the UK in exactly the same way you pay bills in the US. You pay bills to the person who you owe the money to. Council Tax is paid to the council, electricity is paid to the electric company, gas to the gas company, and so on.
