Discretionary Housing Payments Application Form, What to Put on it and what not to?

Hi Discretionary Housing Payments Application Form, I have to fill in this form to claim extra benefits as they will only pay 96.00 UK pounds per week and my rent is 126.00 uk pounds per week. The rent service has decided that my rent is above the level normally charged for rents in my area (this is not true) 3 bed semi in Prestwich Manchester. They want to know what I spend each week out of my child benefit, tax credit and job seekers allowance. Obviously I can't put down things like Sky Sports but what can I put down? car, fuel, insurance, road tax, parking fines, what is a good list of allowed items I can fill in on the form. Any other tips or advice will be appreciated.

car tax, fuel, telephone, tv licence, child maintenance if you pay any, electric, gas, credit cards, catalogue bills would go in other hope this helps
