State taxes - Live in PA, employer is in New York?

I live in PA, and my employer is in New York. They with held NY state taxes rather than PA state taxes. How do I request a refund from NY to pay PA? Can I request a refund for the entire amount with held, or only for what I owe PA? Thanks!

Answer:
You do not owe NYS anything. You must file a return for new york and check the Not A Resident Box. Your monies will be refunded. Could take 6 weeks. Meantime file PA and pay the tax due. Get your employer to fix this for 2009. They are costing you money and aggravation
