Why use state money and tax money to build a mega mall in a state that has high taxes and low paying jobs?

call me crazy but i dont understand why any one whoud build a mega mall in upsate newyork and use state and tax money to build it when we have one of the highest tax rates in the us

Well, you also have one of the country's largest populations. It doesn't make a lot of sense to build a mega mall in the middle of Death Valley, does it, depsite their more favorable tax rates?
