Does Yahoo! GeoCities support XHTML and CSS?

GeoCities File Manager offers a basic blank page template that makes me think it is geared to older forms of html. Given that W3C want us all to move over to (at least) XHTML Transitional (=HTML 4.01, IIRC) and it recommends Cascading Style Sheets to tidy coding up. So, if I use a modern web editing package that uses these standards, is Geocities capable of reproducing these features?
